By your description I assume this is an interior light. You will need to trace the wires going to the lights and find the one that is grounding and causing a short. You might be able to remove all the interior bulbs and replace the fuse then after turning them on if the fuse doesn't blow replace them one at a time till you find the one that has a problem and trace that wire back. Make sure you check any spices you may have added to install Amplifiers or Radios that didn't come with the vehicle.

Check to see if you are using the proper fuse. If so, disconnect the starter solenoid and then try to start the vehicle. If the fuse does not blow, the starter solenoid (entire starter, actually) should be replaced.

I have a 99 Jeep Grand Cherokee Limited i have brake lights that work when i apply brakes, but as as soon as i turn my headlights on the fuse blows and i have no working tailights with the headlights on. ...

There is definitely a short in the park lights system. Did you just have a radio installed....since the illumination wire sometimes gets grounded and will cause that fuse to blow until you fix that wire.

Yes...have it checked out. With the belt removed, if it is rough when turned by hand you have found the problem.

All other lights working, except for tail lights

First, have you checked the fuses? See owner's manual for location. If blown fuse, replace it. If it's not a blown fuse or if it blows again after being replaced, please get back to me.

No parking lights, fuse keeps blowing.

There is a ground not connected or a wire open that is causing it to blow

Fog lights

check fuse #7 in the fuse block inside the vehicle and fuse #25 in the fuse block under the hood...more than likely you blew one of these fuses when it sparked. as for the drivers side being inop once you replace the blown fuse if you have a test light check for voltage at the bulb connector...the light assembly itself may be bad
