So even when you turn on the A/C both fans never come on? Just to make sure you actually need to change the switch.

There are two fans. Fan on left side (driver side) and Fan on right side (passenger side).The passenger side fan works by an a/c pressure sensor.it will come on when the high side pressure reaches a predetermined amount.The driver side fan comes on when coolant temp reaches a certain level.
For passenger side fan:--
The main purpose of that fan is move air across the A/C condenser to improve the performance of the air conditioner.The fan operation is mainly controlled by the high side pressure switch. The pressure switch will signal the need for condenser fan operation only if the high side refrigerant pressure exceeds about 185 psi. If the A/C system is low on refrigerant the high side pressure may never reach the point at which the pressure switch would signal the need for the fan to be turned on. This is why its recommended to check the A/C system .
The fan relay switch is located behind the passenger side head light there should be 3 or 4 relays there Fan, Ac and head light etc.the radiator fan switch is located between the water outlet hose and the head ,which is facing you when you look at the engine,there are three prongs coming out from the sensor and it usally takes a 3/4 socket to take out the sensor,-----------
