I have had the same problem on my '92 Mustang. The issue for me was when I turned the key to the on position all my lights and pumps would start up just fine and I could listen to the radio. But when I tried to start the car there would be nothing but a loud "Click" from the starter solenoid. I discovered that it was a bad connection at the starter itself and a few worn out spots along the starter electrical cable running from the solenoid. I suggest checking that the connections at the starter are clean and in if give the electrical cable a few tugs in certain areas, that is how I found out it was an issue with the cable, oh it started just fine if I jiggled the cable a bit lol.

Vehicle won't start when hot


A common problem that's surfaced a great deal lately is a car/truck that starts fine when the engine is cold but won't when the engine is warm. Most of the time, the car will require a jump start with a warm engine to get it to start. Most mistakenly assume a bad battery and change it out, only to have the same problem. What happens is most starters don't just "quit" when they are defective. A bad starter will usually start your vehicle when it's absolutely cold. You said that you replaced the battery so in either case of new or another battery have a load test done as what you describe indicates a failing cell in the battery or loose t/dirty terminals.

Clicking sound but engine won't start


This actually does sound like the battery is low on charge. A battery which is quite low on charge will still light the headlights and run many other electrical accessories, but will not engage the starter (which requires much more power than other accessories).
I would start by making sure that an electrical device, such as interior lights, glove box lights, trunk light or something else has not been left on. Then carefully jump start the engine. It is also possible that the battery might need to be replaced for not holding a charge.

Rather then guessing as to what the problem is learn to test ! Check the electrical circuit , hook up a fuel pressure gauge , use a spark tester to see if it has spark . Do you like buying parts you don't need ? Other wise your better off having a qualified repair shop check it out .

without physically looking at this it is hard to say but best thing i can suggest is that the fuel relay is bad this is a fuse located usually under the hood and will be marked on diagram
