Question about 1996 Buick Riviera
Check your wiring harness, it's loose. Start at the fuse box and work your way back. You'll need a multimeter and an in-line voltage tester and a copy of Chilton's repair manual for the year and make of your car. In it you'll find a description of your wiring harness and how it's connected. Check to see if both the running lights and dash lights aren't on the same circuit. You should be able to determine that by looking at the wiring diagram/fuse box legend that tells you which fuses control which things. Hopefully, they are, otherwise you'll have to trace and check two circuits instead of one.
Best solution, unless you're well versed in automotive wiring, is to take it to someone who does this for a living. I know it's not what you want to hear, but it's sound advice. They have the necessary equipment, they have the practical knowledge. The hardest thing to diagnose is an intermittent problem such as this. A good automotive electrical shop should be able to complete this in a couple of hours. Unless you have some serious electrical problems.
Another alternative, would be to take it to the local high school automotive shop and let them have a crack at it. Most often, they'll only charge you for the parts necessary to repair.
