Check the fuses for the parking lights and the backup lights:

Fuses Fig. 1: View of the fuse box located under the hood release lever, 1983 F-150 shown i have an 83 ford - 85766098.jpg
Fig. 2: Unsnap the cover to access the fuse box, 1983 F-150 shown 85766099.jpg
On earlier models, the fuse panel is located on the firewall above the driver's left foot. On later models, the fuse panel is located on the underside of the instrument panel, covered with an access door. prev.gif

2003 f-350 6.0 Diesel. Will not even turn over have battery power.

Could be several things, you need to post more details such as if it makes any noises, do lights appear on dash, it is an auto or manual etc. If its an automatic make sure the shift indicator shows that it is infact in park or try putting it in the neutral position and turn the key. Could be ignition fuse. Could be loose connection at battery or starter.

Brake tail lights not working

BRAKE LIGHTS AND SHIFT LOCK
Look under the dash, on the brake pedal arm. There are one or two switches that activate brake lights and/or shift unlock. Check for loose mounting nut or a missing rubber nubber. Is the brake pedal coming all the way back up? Look on the floor for something not usually found there. These switches are adjustable and it may be as simple as adjusting them. Have a helper look for brake lights on and shift lever unlocked while you push and release the switches with your finger. Depress the brake pedal to get it out of the way. Remember to set the park brake first. Could just be a bad switch or loose connector. Check fuses and the bulbs. Is shifter fully in Park?

Under he center of the dash is a square black box called the lighting control module. The timer circuit inside it has failed and needs replaced. Easy job try the junk yard if they will sell you one, some will not.

My car wont move out of park and the braks lights arent working.

my ford taurus did this to me too.... your car wont move out of park because it might be the neutral safety switch because your brake light connector piece might have come undone...
now first off the brakes (my switch was above my brake pedal) and just make sure its clipped in and then your neutral safety switch should go of and you can put it into gear.
if you cant find the brake thing to see if its unplugged just turn your key slightly on before all your dash lights come on and put the car into neutral and then start your car and you can put it into gear.
