Question about 2000 Audi A4
It can short in the flasher controlling switch.Its actually not turning the flasher off or it can be the short in the fuse of the flasher and horn.Check out both the fuse.The fuse number 39 for flasher and fuse number 40 for horn.
emergency flasher is 15 amp fuse and horn is 25 amp fuse.
