Question about 1999 Mercury Cougar
You may have a bad Vehicle Speed Sensor. This sensor tell the computer and instrument cluster how fast you are going and if it fails the speedometer will quit working and the transmission will shift oddly, if at all. You would need to have the vehicle hooked up to a scan tool to know for certain what is going on but is should be a pretty simple diagnosis. Good luck, hope this helps a bit.
