SOURCE: wiring harness on 03 crown vic police car

First take it to another reputable shop, tell them what the first shop found and that it is to expensive. In these economic times 99% of shops will beat that price. If the wiring harness is bad (by the price I'm assuming it's the main harness) there's not much you can do. My guess is the wires have worn from vibration and are shorting out to one another. You could ask the shop if they could pinpoint the shorted wires, cut them out and solder in new wires. However my guess is no shop will do this due to liability and if they do, there will be no guarantees or warranty on the service.

SOURCE: Wiper motor replacement for a 99 crown vic

I replaced the same part on a 1994 Crown Vic. There are a few bolts which go through rubber mounts on the firewall and that is how the wiper motor fits against the firewall. There is a clip on the wiper drive that must be pressed and slid off the wiper shaft. The hardest part was getting clearence between the engine and wiper motor. If I remember there was a way to turn the wiper case to clear the engine. I have asked myself why this was engineered like this? There is nothing important in the way that 3/4" of clearance could have been given for removal.

SOURCE: 2000 crown vic police interceptor bypass a/c clutch pulley

you can get a A/C Delete kit for a Ford 4.6 liter. the 4.6 v-8 accessory drive system is all the same. You may also be able to run a line of string around the pullys, take it to your local auto parts store and they can match it up. I recomend the kit,

Where does the ignition switch and fuse panel get its power from? 4 dead fuses, not blown.

I have found with these Crown Vic's,especially police cars, they manage when the get in accidents to hit the right front of the cars and when they do they damage the wiring harness. The rain, salt, snow get in the harness and you eventually have problems. Look under the car in front of the right front tire and you'll see. Good size wiring harness. Look at it for damage,or sometimes you'll see like a light green dust coming out of the harness. Usually where I find my breaks, shorts or opens.

try checking for a 12v feed to the motor and iam sure you will find one ,i think the problem is the earth as the earth is the one that controls the speed via the reostat and the control knob ,so if its works with an earth then its either the reostat or the control switch

i have a 1999 Ford Crown Victoria Police Interceptor. you have a short in your wiring harness leading to your battery. this happens every time with these cars, good battery-good starter-good alternator but car still wont turn over because the power from the battery isnt able go directly to the motor. check your relay circuits and harness.

1994 crown vic where is engine computer located im getting parts off another car what other parts be good to save

Look for a wiring harness on the passenger side of the car that leads to the right side of the dashboard - up underneath it - it should lead you to a rectangular aluminum box. That's your computer.
