The LCM is mounted in the same location in all 1995 and later Crown Vics. It is under the dash, above the gas pedal in between the climate controls and steering column. If you have trouble finding it just turn on the hazard lights and listen to where the source of the clicking sound is coming from. You can also place your keys in the ignition and open the driver's door. and listen to where the warning buzzer sound is coming from. Here is a photo of one with the cover removed. If you have a 2004 then you can take the car to the dealership, as there is a Light Control Module in the car that is covered by ford for 15 years and 250000 miles. Usually that is the issue for the lights going on and off.

You most likely have a failing Lighting Control Module. Search the Internet for "Crown Victoria Lighting Control Module" and you will find hundreds of references, from how to repair it yourself (requires soldering and technical expertise) or how to replace (reasonable cost of $100-$200) or how to buy replacement modules on eBay, and other sites.

If it is an '04, the lighting control module (LCM) is most likely the culprit. The LCMs were largely no good for '03 and '04. It is located at the bottom on the instrument panel basically above your right shin. Easy to replace, but kind of pricey.

Where is the wiper control module on a 2004 crown vic

i believe it is part of the wiper motor which should be located in the driver's side rear corner of the engine bay, on the firewall. Many 03 and up Fords use a "Smart motor" for the wipers which has the motor and a module in one piece.
