I am looking at buying a Neon. Here are the issues with it.

1. to turn on the heater, radio, turn signals you must turn the key backwords.

2. they bypassed the safety so the car can be started while in drive.

What is wrong with the car and is it worth buying???

That does not sound like a good deal unless you're getting it for about $100.Something definitely wrong with the ignition.Bypassing the safety is never a good thing although I am not sure what the safety starting system is on that car.If you live in a state which requires car inspection,it will never pass unless you know someone. If you do decide to replace the ignition, you will end up needing 1 key to open the doors, and the other key to start it.If you do want to but it and fix it though,I would call a dealer and a couple of shops to get an estimate on repair for the ignition, and get an idea on what is wrong with the safety feature. You may want to do that anyway and depending on what that and the car total, you can check out blue book values online for free.Their idea of low-average mileage, although wrong for most,is about 6K-7K miles per year.Good luck!

95 dodge neon brake lights and rear turn signal will not work,

The fast blinking is usually a bulb burned out. Replace the rear bulbs. If this is not the problem , it may be a ground issue, but it really does sound like a bulb issue. Also inspect the light socket while you are there. Look for any bad corrosion Good luck

Different wiring plugs

If it were me, I'd cut off the connectors and switch them, but I solder things every day. I don't think they make any adapter wiring harness for this problem.

My boyfriend is looking to buy a used 1995 Neon. The only issue he has with it is that the owner has lowed it. Do you have any idea what the price range would be to get it back to normal and not have it...

The 1995 Neon is most likely the worst used car you can buy.
Please look at other cars and save a PILE of money on repair costs and reliability issues.
Raising the car could be just springs ..... about $200 or it may need a complete suspension change..... approx $1200.

The fact that the car has been lowered may mean this car has been driven hard.
Another reason not to buy it.
The Neon cannot be driven hard with out high repair bills...... those bills may be coming your way very soon if you do buy this car.

2000 neon check engine light is on

P1685 Skim Invalid Key.

The Sentry Key Immobilizer Module contains a Radio Frequency (RF) transceiver and a microprocessor. The SKIM transmits RF signals to, and receives RF signals from the Sentry Key transponder through a tuned antenna ring integral to the SKIM housing. When the ignition switch is turned to the On position, the SKIM transmits an RF signal to the transponder in the ignition key. The SKIM then waits for an RF signal response from the transponder. If the response received identifies the key as valid, the SKIM sends a valid key message to the PCM over the PCI data bus. If the response received identifies the key as invalid, or if no response is received from the key transponder, the SKIM sends an invalid key message to the PCM. The PCM will enable or disable engine operation based upon the status of the SKIM messages.

Had a similar problem. Apparently the driver had driven a little too far into a parking place and struck the front of the frame (Neon has a low frame) with the concrete parking block. A wire got pinched and eventually failed shorting that fused wire to ground. Check that. It fixed my daughters 2001 Neon and it now starts and runs. BTW, do the turn signals work. With mine, the headlights worked, the radio worked, etc but the turn signals didn't work and the car wouldn't start. My problem was found by a 'fantastic' mechanic, not me.

Try replacing the flasher first. If the does not fix it then you have a bad turn signal switch.
