When wiring up spotlights to a 2004 holden rodeo 3 litre turbo diesel what colour is the negative wire going to the high beam switch cant get them to turn on

a HOLDEN car, you never told makers name,
wrong fuse size, only use correct size.
the ECU can short easy if CAPS inside short and 2006 to 8 was a bad year for caps. called he CAP Plague
so unplug ECU and see if fuse holds
can be bad wiring, harness.
or damage from rodents. ROO'S? LOL
seen vast ecu short me, for sure 1995 to 2010.
caps go bad. electrolytic type. the leak, split open or explode too.

YOU MUST'VE BURNT THE RELAY... GET THE BOOK OR ASK DEALER WHERE IT IS AND REPLACE IT... MOST CARS OF LATE WILL HAVE PROBLEM AFTER JUMPSTARTING... THE CORRECT WAY IS TO DISCONNECT THE NEGATIVE TERMINAL AND LET THE JUMP CHARGE THE BATTERY , then disconnect the jumper wires and reinstall the negative terminal and start the car , never jump start that car the cnventional way again...!!!! Replace the 4WD relay . GOOD LUCK
I would just tie into the high beam wiring at the factory lights, wire them into a relay and go from there. I wouldn't even consider adding into the high beam system without a relay. You may also want to consider a switch so you can shut them off if you found yourself in a position where you want your factory highbeams but not the extra's. Good luck and have fun :)
