There are no easy ways to do this. There are some pretty questionable claims about things that you can add. Most of them are intake devices like cold air intakes etc. They are all scams. The only true way is add very expensive parts like the cam being changed or a supercharger on the intake. Not worth it unless you race.

It should be under the center of the steering column.

Yes, but it would depends on what type of engine you have and it would not be street legal is you did add that much horsepower.-----------------------------------------------------------------

How can i get more horse power

Horsepower gains for 5.3 L or 4.8 L V8
Cold air intake. (5-15 horsepower)Such as Volant, K&N, Airraid.
Chip, programmer, or a custom tune.(10-15 horsepower)
Exhaust(Realisitcally 1-5 horsepower)
Headers(5ish horsepower)

Well, this is a dollars question. the more $$, the more horsepower you can gain. The problem is that soon, you will no longer pass emission tests.
For starters, you can look to intake changes like K&N, but this adds noise. You can look at rechipping, which allows for later trans shifts and often will still pass emission tests, or at least you can swap chip back to the stock one...

go to read the info and decide what your budget will allow you to buy. if you dont want to tear the engine down, i would suggest that you go on e-bay and get your self a 4barrel intake and a 390cfm carb. add a set of headers and your engine will breathe better,run faster and believe it or not, get better gas mileage than your getting now.

Stock horsepower - 1984 GMC C3500

I own a shop, and build a lot of these engines. I have a race car & truck in which I built, so horsepower is something I know a little about. Most of these engines are rated around 190 - 200 horses, but when put on a dyno can be as much as 225, or as little as 175 or 180. Since its a truck engine it has more torque than an engine that was put in a car, and it also should be a four bolt main engine. The good thing about this engine is; One can get a lot more out of these with a little work. Matter of fact, its not that hard, or expensive to see as much as 400 horses from that engine, when rebuilt with some high performance parts. One can add just a few things such as headers, good intake, dual exhaust, flowmaster mufflers, and a better igniton system, and hit 300 - 325 pretty easily. Glad to help out, Good Luck!!!
