Question about 1994 Honda Accord
Is there any check engine light ON? If yes, you need to take the car to the nearest autozone to get the error codes.There is no charge for the same. Once you got the codes, you need to tell me and i would be glad to provide you with some pointers.
Usually, i have found the problem to be IAC valve. Cleaning them with carb. cleaner normally takes care of the issue.

Most common cause is the engine breather pipe is perished or blocked ,this breather runs from the engine block to the inlet manifold ,i dont think a vehicle this old has a steeper motor or anything fancy on the inlet manifold like a newer vehicle so just look for the breather pipe and check it out first

Sounds like an idle air control valve issue. these can stick open and cause surging. That would be my first step.

It is likely a vacuum leak (from a hose or the intake manifold), or a sensor is not working properly (like the throttle position sensor, MAF sensor, idle air control ).
Spray carburetor cleaner around suspect areas to find a vacuum leak. The spray will be sucked into engine and raise idle. Spray around the intake manifold where it mates to head for leaks there.
Also check for trouble codes. Maybe a sensor threw a trouble code.
