This is just a stab in the dark, have you checked the hydraulic lifters? I had a similar symptom on a 4 cylinder engine and it turn out to be a stuck valve lifter.

Knocking when it starts up and its starts up weak somtimes in the cold mornings

If the oil pressure is good, then most likely it is one of the valve lifters.

New cam went flat in 30 min. 2nd cam wiped out also cams were crane hydraulic/ break in was followed.

Valve spring seat pressure too high, or valve lash too tight. In some cases a big-lift cam, with a stock set of springs causes coil-bind or "spring-stacking" and that will wipe a cam flat in about 5 minutes. Used lifters on a new cam won't seat properly, causing an uneven wear pattern. Doesnt take much to start a problem on a flat tappet cam, but hydraulics are usually more forgiving that solid lifters.

Where is the rotore /cap located in a 1999 silverado 4.8

I believe those motors have a distributorless ignition system. Each cylinder has a coil mounted on top of the valve cover.

How do you adjust valves on a 95 checvy 5.0 silverado.

VALVE LASH IS NOT REQUIRED IF YOU HAVE HYDRAULIC LIFTERS THEY ARE NONADJUSTABLE.IF YOU HAVE NOISEY VALVE LIFTERS.LIFTERS ARE WORN OR STOPPED UP WITH DIRT DUE TO DIRTY OIL.OIL HAS NOT BEEN CHANGED IN A WHILE.

I need the oil capacity for a 1999 chevrolet silverado 5.3 v8.

I WOULD THINK NO LESS THAN 5 QUARTS.DO YOU THINK YOU HAVE THE WRONG DIP STICK.IF NOT CHANGE OIL AND FILTER,PUT IN 4 OR 5 QUARTS FIRE IT UP FOR THIRTY SECONDS WAIT A FEW MINUTES AND CHECK LEVEL.DO THIS UNTIL IT SHOWS UP FULL ON STICK.RECHECK AFTER A FEW HOURS OF SITTING IN CASE OF SLUDGE IN MOTOR.
