01 crown vic p71 do i need a new oil pump .. Gauge jumps up and down. Motor has vibration

Tough to say. The lifter making the noise could be allowing oil pressure to escape. Or it may be dry for oil because oil is not getting to it.
You may have to take the lifters out to see if it is a lifter problem or lack of oil.

When i change the control from hot to cold it stays hot. Then i put a new controler box in and i get the same thing? The car is a 2006 crown vic p71.

Check the operation of the temperature control actuator. It is located on the top of the heater case. If it doesn't move when adjusting the temp. the actuator is probably bad. It is no an easy task to replace. The case hase to be lowered to get to it.
