Then u have one of tow things wrong, the TCM (Transmission Control Module) or defective or the wiring to the transmission is defective, remember this transmission is controlled electrically. have the TCM tested by the dealer with the special scanner they use to pick up electrical issues.

The 1997 town and country transmission I put in my 1996 town and country minivan has a extra plug-in don't have the plug

if the transmission is working as expected I would say that the plug is for the later harness and may have no use in the vehicle. To be sure have an accredited transmission shop check it out But as I said if there is no problems apparent then leave it .

Looking for a diagram on removing and replacing the neutral safety switch on a 96 chrysler town and country

The Neutral Safety Switch function is controlled by the Transaxle Range Sensor (TRS). This Switch is Located ON the Transmission with Plug Facing UP and it is on the Bumper / Driver Side of the Transmission You Simply UNPLUG Electrical Connecter, And then the Unit Screws Out of Transmission Counterclock Wise, Install REVERSE Procedure.
NOTE: Be sure to have a DRAIN PAN Under your Work Area as there May be SOME Fluid Drainage When Switch is Removed, Swap them Fast if Fluid Comes out Fast so as NOT to have to Replace A Bunch of Trans. Fluid.

Transmission... 1996 town n country lxi

A generic OBDII scan tool will not read the TCM.
Sounds like a reman transmission is needed. I would get it diagnosed by a transmission shop first, should be less than $50.
