When the ignition switch is turned ON, the Vehicle Control Module (VCM) turns ON the in-tank fuel pump. The in-tank fuel pump remains ON as long as the engine is cranking or running and the VCM is receiving the distributor reference pulses. If there are no reference pulses, the VCM shuts off the fuel pump within 2 seconds after the ignition ON or the engine stops. Should the fuel pump relay or the 12 volt relay drive from the VCM fail, the fuel pump receives a supply current through the oil pressure switch backup circuit. The fuel pump test terminal is located in the driver’s side of the engine compartment. When the engine is stopped, applying the battery voltage to the test terminal can turn on the fuel pump. DIAGNOSTIC AIDS An inoperative fuel pump relay can result in long cranking times. The time necessary for the oil pressure to reach the pressure required in order to close the oil pressure switch and supply the necessary current for the fuel pump causes the extended crank period. If the fuel pump relay circuit checks out OK.The fuel pump and its connections needs to be checked. Remove fuel tank filler cap. Listen for fuel pump operation noise at fuel tank filler. Fuel pump should operate for 2 seconds after ignition switch is turned on. If fuel pump operates as specified, fuel pump is okay. If fuel pump does not operate as specified, go to next step.  2. Turn ignition switch off. Remove rear seat or trunk floor to gain access to fuel pump connector. Disconnect fuel pump connector. Disconnect PGM-FI main relay connector. Connect a fused jumper wire between PGM-FI main relay connector FUEL PUMP fuse side terminal and fuel pump side terminal.  3. Turn ignition switch on. Using a voltmeter connected to ground, check for battery voltage at fuel pump harness side connector. If battery voltage is not present, check harness between fuel pump and FUEL PUMP fuse. Repair as necessary. If battery voltage is present, check fuel pump ground. Repair as necessary. If ground is okay, replace fuel pump. Thanks. keep updated for any more query.you can rate this solution and show your appreciation.

Fuel pump relay is stuck on.

I checked the labor and it's about 1 hour to do it, but they don't have any electrical schematics published for your vehicle on my online resources.

The part costs $5.52 to $37.72 depending on where you order it online.
---
If the fuel pump relay were operating correctly, turning the ignition key off would turn the fuel pump off.

So, I'd say you can have it fixed for under $100.

Check the wiring for a short circuit and try to remove the pump relay as this might be the cause of it,

Have a 1986 golf diesel it ran out of diesel and I

Are you certain that you put diesel fuel in the car? Had to ask that question. How long did the car sit before you refueled? If it sat for a while and if the temperatures and humidity were enough to produce a build up of water vapor, that might keep the injectors from sending "dry" fuel to the cylinders.

Just running out of fuel won't harm the glow plugs (hence poor starting) and won't require need for a new battery unless the current battery was failing even before draining the tank.

Will not start

Gas, air, compression, and spark is all the cylinders need for the engine to run. No start is usually gas or spark related. Here's the fuel check on fuel injected cars. Turning the key to on will start the pump for 2 or 3 seconds to pressurize the system. When the engine is cranking over the computer turns on the fuel pump relay again, so the pump will be on. And stays on after engine is running to keep high pressure against the fuel injectors. The computer times the injector pulse to spray gas into the intake or into the cylinder at the right time.
So if you have a no start, to check for gas, listen for the pump- a distinctive hum or buzz from the tank, check the fuel pump fuse, see if you can feel or hear the fuel pump relay click when someone turns the key to on. (Did you remember to check if the tank has gas?). Finally, you would have to check for power on the fuel pump wire at the tank connector, while someone holds the key in start. If you have power there, it's likely you need a new fuel pump. If the pump is working, well and good, but keep in the back of your mind that a weak pump that puts out low pressure can cause hard starting problems and poor running. At any rate, if you have gas up to the fuel rail, the only other thing between there and the cylinders is the injectors. Are they working? A quick check would be to remove a spark plug or two after cranking the engine over a few seconds. If they are wet with gas, the injectors are injecting. Hope I've helped you out some. I know some people who say to spray some starting fluid into the air intake to check if you have a gas problem with starting- I've done it myself. But I've learned it's better to use carburetor cleaner spray instead, it burns cleaner and something about the potentially harmful effects of starting fluid, well. good luck.

Hi, I have a problem with my 1996 vw golf's transmission. The clutch pedal is stays on the floor, and is disengaged. could you give me some direction as to what my problem is?

If you check your fluid in the clutch master cylinder and there is none that means you have a leak. Make sure you add brake fluid. Pull the clutch pedal up by hand and keep pumping it until you have pedal, than top it off with more fluid. This should give you pedal until you fix it unless the leak is so bad you can't get pedal. There is two places that leak. The clutch master cylinder or the clutch slave. You should be able to see where it is leaking after pumping the pedal.

I need to know where the fuel pump relay (J17) is for a 2004 mk5 vw golf

You very likely are going to replace the fuel pump, well i recomend you check the vw recalls on failing fuel pumps or related fuel lines and fasteners.
I own a 2004 vw golf and began to leak fuel at the fuel delibery nipples right out of the fuel pump. the problem is that either there tension on the nipple and cause to crak thus leak, or the fuel line is short and pulling toward the rear right tire causing it to crak and leak. the
Volkswagen Golf Recall 05V154000 is the solution
this recall is for a vw golf 1999-2000 but all the fuel pumps around vw 's 1999 up to 2006 have the same problem but you need to put acomplain with the NATIONAL HIGHWAY TRAFFIC SAFETY ADMINISTRATION'S VEHICLE SAFETY HOTLINE AT 1-888-327-4236 (TTY 1-800-424-9153), OR GO TO HTTP://WWW.SAFERCAR.GOV.if your car is not under these recall. Fuse # 28 will stop the fuel pump so you can remove it

One of my cylinders for my VW golf is missing its fire.

Poor Injector causing the fuel to spit instead of spray

Burnt Valve on the exhaust or inlet allowing gases to be drawn in and out whe they should not be.

Injectors can be cleaned with an addative to the fuel

Burnt Valves need to be checked with a compression tester

Time to change the intank fuel pump, it may last a day or longer. I thought longer and ended up broke down 250 miles from home and had to pay a mechanic to replace instead of doing it myself.
