2005 Avalon overheated. Gauge said good. Just put new rad n. Noticed rad cap was missing n left fan was broke. Is there a relay causing car not to start

I am not sure what you are asking here. Did you severely overheat the engine? if so that can be the cause of the no start. A far as the relay goes do you have a security light on in the dash?

When to jumpstart a 2005 Toyota Avalon horn sounded Now there is no power to radio or starter?

Did you hook the jumper cables up backwards, if so you have big problems. It should be red to red on battery post marked (+), black cable to the engine any bare metal.

Program a replacement key for a toyota avalon 2005

There is no way for u to program your own key, either a locksmith (not all can do the programing) or the dealer has to do it with a special electronic scan tool.
