How to reprogram the computer on a 1999 Grand Marquis

You cannot reprogram the computer. You have to replace it. Load test the alternator. If a diode is bad it will charge the battery at a slower rate but will still light the battery warning light.

Egr valve was change and the check engine light keep coming on p0404

could be carbon buildup or a bad EGR valve. Did you disconnect the battery to let the computer learn the new part? However that doesn't rule out these an open or short in the 5 Volt reference circuit Open or short in the ground circuit Open or short circuit in the PCM controlled voltage circuit or a bad pcm or you got a defective egr valve

Hello Janette.

The steering locking up, the belt screetch and the check engine light tells me that the drive belt is slipping.
This can be caused by a loose drive belt. The drive belt has a spring tensioner on it that will often wear out or seize causing the symptoms you describe.
Or there could be one of the devices that the drive belt turns that has a bad bearing which the belt has a hard time turning.
Have those items checked and I believe you will find your problem.

Thank you for using FixYa.

It sounds like th ebattery has failed with high internal resistance. Get a voltmeter (or multimeter in dc volts mode) and measure across the battery while trying to crank. It should remain near 12 volts, possibly drop to 11 or so while cranking if low charge, but a failed battery will drop to very low voltage. With no load, it may stay high enough to run small items like the fuel pump. You could also check the negative lead where it attaches to the engine and clean its connection. The voltage will give you a clue, if it stays around 12V then the problem is in the wiring somewhere.

1999 Malibu Cooling fans don't come on. Country driving is fine. City driving and a few stop lights and it over heats. Temp Gauge works fine. If I un plug the sensor then fans come on but Tranny and Engine...

country driving at high speeds keep engine air cooled. but in city there is not much air to cool the engine. check the sensor for the fans. relay for fans must be ok, cause you said if you disconnect sensor then fans run. replace fan sensor. also make sure there is a proper amount of coolant in system. (do this first).

Is there a penny in it? This happened to me twice.

To answer your question, it depends on whether the short is in the lighter, or the OBD connector harness. You can try disconnecting the lighter and if the short goes away you can get a replacement lighter recepticle at your local auto parts for a few bucks.

How do i turn my check engine light off. It stays

Try disconnecting th ebattery for three minutes and reconnecting it. The light should be off. If there is a problem it will come back on within 50-75 miles. If the battery trick doesn't work go to a repair shop and have them reset the light with the machine.
