Try this, remove the trim that covers the headlight switch, use a flat tip screwdriver and depress the tangs holding the headlight switch in place, pull the headlight switch toward you along with the wires, unplug the headlight switch from the electrical connection, if the dome light goes out, chances are you have a bad headlight switch. What lights ? And won't start how ? The clicking is more then likely a relay or a module of some sort . When you turn the key to the start position does the start engage an spin the motor ? Or nothing happens , a crank no start or no crank no start !

On a 99 chevy silverado if equipped with auto headlamps there is a sensor on the dash near the front center of dash a small black bubble. If it is covered it will cause the lights to stay on. The day time running lights are typically seperate from the head lamps

sounds like you need to check some fuses does your radio and air control lights come on @ all or your interior lights when you open the doors you have two places that fuses are located one under the dash and the other in the engine compartment your user manual should show you where to locate them and you might see a diagram to see what fuses are for what components on the car my truck has a pannel on the driver side of the dash it is a triangle shape pannel that pops out so it can be tricky to locate the fuses some times

99 chevy silverado 1500 running lights.....


Remove the fuse! The fuse box under the hood has the DRL (daytime running light) fuse. The underside of its lid should tell you which one. Either that, or just remove the bulbs from their sockets.
If ALL the lights (head, tail, dash,etc. are coming on all the time), then those aren't DRL's. There's a light sensor (little round black dome) on top of the dashboad in the middle front nearest the windshield. They sometimes fall down inside the dash (where it's dark!) and this triggers all the lights to come on when the ignition is on.
