There are a few things that will cause what you are describing. 1 used too much silicone on the gasket and when tightened down it broke the gasket(very common) or 2 the intake gaskets are a common issue on these engines or 3 the heater pipe's o ring could be leaking. Let me know if you need anything else.

Leaking water behind the belt

your water pump is the most likely suspect as it is drivin by the belt and is directly behind the belt make sure you get this fixed cause if you lose to much coolant and the car over heats you can blow a head gasket then your repair goes from a couple hundred dollars to a couple thousand dollars

95 bonneville stalls then starts then in about 5 mins. Stops again. Replaced fuel pump a fue months back. Best luck was replacing relay for fuel pump. Now that doesn't help.

If your check engine light is on, find out the codes. I would have the fuel pressure checked again, first run the car until it stalls again and check it. I've installed pumps that went bad in as little as a couple days

Water looks like its comeing out from behind the timeing cover on a 95 dodge 2500 with a 5.9 is that the water pump?

That is in the general area of the water pump and the housing has a drain hole at the lowest point so when the seals fail, water can't contaminate other items.
Rebuilt pumps are nearly always reliable since they really don't have much to fail in them besides bearings and rubber seals and are much less expensive than new.

95 Bonneville 3800 series 2. very little fuel in rail

If the replacement pump is only producing 10 psi, something is still wrong with the fuel system. The pump may be defective, though new.
