THE 210 MARK IS HAFE WAY ON THE GAUGE, BUT UNTIL MOST RECENT IT HAS BEEN 1 TO 2 MARKS BELOW, COULD THE RADIATOR NEED CLEANING ? THE COOLIANT IS NORMAL AND NOT RUSTY OR MUCKEY... FAN SEEMS TO BE TURNING NORMAL.. AT TIMES IT WILL GO DOWN A LITTLE THEN BACK UP AGAIN ?

2003 grand marquis trouble code po 128. Heater works. 100 mile trips no problem. Temp gage below C. New sensor or new thermostat?

Well code 128 is for a thermostat problem in the fact the engine is not reaching normal temp. If you have heat the engine is warming up but still may not be getting to normal range. Normal is 190 - 210 degrees.
I would replace the thermostat first and see what happens.

After driving a few miles temp gage indicator moves from middle of "C" and red line "H" to very close to "H" and then back to middle. When I turn off vehicle there is coolent...

Your first problem sounds like a thermostat that is sticking and only opening late. The second could be a leak in the overflow system or the radiator and piping system itself. That can only be found by inspection under the correct conditions. If the overflow bottle is too full it could also let off a bit of coolant that has expanded.

How often should a coolant flush be done?

NORMAL MAINTENANCE @ 150,000 MILES (240,000 Kilometers) - COOLANT - REPLACE - [Drain, flush, and refill every 150000 miles (240000 Km) or every 60 months, whichever occurs first.]

Up to how many miles the engine can keep running

Depends on maintenance and use. Some chevys go 500000 miles with no issues some go 150000. Have a mechanic check the vehicle to get a good idea of its condition.

find the water leak quick and fix it ,as for temperature then i suspect a faulty sensor .service light can be put out if you know the sequence of what to hold on or push on the controls when you turn ignition on and hold for so many seconds but in all honesty i havent a clue on this model,it doesnt appear in the europeon alldata book

I drive about 260 miles a day. my 1999 dodge truck has been running about 210-230 degrees. i drive about 70 mph. if i slow to 55-60 the temp stays 210.

seems high to me. summer thermostats open at 185 , winter thermostats open at 195. At highway speeds , there should be more than enough air flow through the radiator to keep engine in the normal range. Your radiator might be pluged up and cooling poorly , but I suspect your temp guage might be inacurate.
