How to tune up a 1995 Geo Prizm? not passing smog, They told me to tune up and get new cataylic converter, but wont guarantee it will pass smog test.

A tune is just replacing the spark plugs every 100,000 miles and the air filter every 30,000, clean oil is also a help in passing smog, the new converter is what will most likely do the trick.

My 1991 Buick regal failed the smog check, issues was failed the Fuel Evaporative Controls Functional. How can I fix it and pass smog check?

The emissions control valve is bad. Get a manual for your car from an auto parts store for the location and removal instructions.

Won't pass smog when it should...

Just because the car seems to run well, does not mean the emissions are within spec. For example, you could be running a little rich and the car will start and run great, but the exhaust is not within code.
What you can do is take it to a "smog shop", that is a repair shop with the proper equipment to diagnose the problem. If the testing is simply the reading of the on board computer codes, then most any place can read those, but you need an experinced mech to know what to do about it. May need an exhaust gas analyzer to physically sample and analyse the gasses. For the actual test, as long as the computer says all is fine, usually, you're good to go.
If the computer looses power any saved run data will be lost and must be re-accumulated to pass the smog test. A few hours to a day is usually enough run time to accumulate enough data.

I just recently bought this 1995 Nissan Pathfinder Se- 4X4. THE SMOG CHECK FAILED CAUSE I NEED A OXYGEN SENSOR. WERE IS IT LOCATED? ALSO I NOTICED THE VEHICLE RUNS,BUT RUNS WIHOUT POWER, KINDA WIMPY.

Well there are usually several oxygen sensors but the only one that will affect how it runs is the oxygen sensor before the catalytic converter. That controls the air fuel mixture of your car and can effect performance. Also try replacing spark plugs wires distributor cap and rotor and air filter and fuel filter.

this should fix your problem please give 4 thumbs up it helps me help you all thanks

Carb runnin rich on 88 nova w 1.6 L does carb have adjustment screws for air fuel mix or is it a solenoid only thing left to fix to pass smog

Your car should have fuel injection not a carburetor. The air/fuel ratio is controlled by the onboard computer. If it is running rich, I would suspect an O2 sensor, perhaps a dirty air filter, needs new spark plugs, or even a new catalytic converter. You need to have the computer scanned for trouble codes. The codes will give us a place to start looking for the cause of the rich mixture.

Were is the smog air control located.

Smog control is not a single item, there are many devices that each do their job, like converter, fuel injection, positive crank case fume recovery, fuel vapor recovery, and on and on. What are you having problems with?

Location of the EGR valve/DPFE pressure sensor

What engine? It won't cause any running problem but gas milage will be effected just because the light is on. Ford computers change parameters when the light is on and mileage will drop 1-2 miles per gallon.
