Its a GM problem, the only way to fix it is to get a new sending unit which is inside the tank.. for my Blazer (chevy but Hummer and Chevy are both GM) you have to drop the tank, pull the old unit out and but the new one it. mine would have been about $300 for the part. I decided to leave it broken. Please rate my answer!

All your gauges are working. The gas gauge Is also working. When you fill it, you will fill over the limit the fuel level switch will go by a couple of gallons. So the gauge will not drop for a few miles. until you use up the excess fuel

It is the fuel level gauge mounted on the sending unit. Some manufacturers just started to release this part, instead of making you buy the entire unit. They are still expensive, but not as much as a $400.00 dollar part. Shop rate on dropping the tank is 2 hours. If yours can be accessed from under the back seat then the rate is one hour.

When I fill my gas tank on my 2000 Dodge intrepid, the fuel gauge will move from full, drop to empty and then back to full again. It does this over and over until the tank is down to about 3/4 full.

HI, the fuel gauge sending unit is malfunctioning. this is located inside the fuel tank and, it is part of the fuel pump assembly. replacing this failing component will fix this issue.

Smog test will not pass

This code is send (in your case NOT SEND)
by the fuel sending unit.

Does your fuel gauge give incorrect of jumpy reading when it's full?

The quick fix is STOP TOPPING OFF the fuel tank when you are get gas.

Keep topping off will push the fuel tank float off it's sensor limit and eventually short or send OUT OF RANGE reading to the fuel gauge.

Fill your truck up to 3/4 tank full.

Drive it for 2-3 days or about 100 miles.
(this will fill the ready-ness data that DMV want)

If there is NO check engine light ON during the 2-3 days then give the smog test another shot.

DO NOT add fuel unit you complete the smog test.
===

The CORRECT method to fix your problem is to drop the gas tank and replace the fuel sending unit.

If you truck has over 140,000 miles on it then I will recommend you the change the WHOLE integrated fuel pump/fuel sending unit and fuel filter at the same time.
