I had this happen to one of my back doors on my Passat. If you take the outside handle out there is a pin missing. This causes the plunger to not push on the door release. I put a little screw in for the pin since it was lost in the door and I could not find it. Also, to take the handle out there is a screw on the end of the door that holds the handle in. Once you remove that screw you can slide the whole outside door handle towards the front and then pull it out.

This is a common problem with VW door handles, but an easy fix!!! The door handle needs to be replaced as the fork that lifts the lock has broken off or cracked. Depending on the model it is easy to remove the door handle. spring off the Crome mld on the front and on the slam side of the door behind the rubber u will find a phillips screw. Under the crome mld is the other.
