Question about 1999 Toyota Sienna
Whether you just want to replace the bulb, or the entire lens assembly, the procedure is pretty much the same. You have to remove the paneling from the inside of the back door to get to it.
First remove the two screws from the handle in the lower left corner. Once those are out, there are just plastic clips holding the paneling on. You should be able to pull gently, and remove it enough to reach the bulbs.
If you are replacing the whole assembly, there are four nuts holding it on. One outside the paneling, on the lip of the door, and three under the paneling. You will need a deep 10mm socket to remove them.
I just did this for the first time, and it took a total of about 10 minutes, most of which was spent trying to figure out how to unscrew the nuts without a deep socket.

The procedure to replace the tail light on 1999 sienna is as follows:---
1)The tail-light assembly on the body of the vehicle (not on the tail-gate itself). 2)Lift the tail-gate 3) Then remove the two 10mm hex bolts holding the assembly. 4)Then with the help of screw-driver pry/pull the forward part of the assembly outwards away from the side panel (perpendicular direction to the body side-panel). 5) For that you will have to exert some force, so take care not to break the plastic. 6)There are two metal posts embedded in the plastic assembly that lock into rubber sockets on the body panel, and with enough force in the proper direction, will pop out. 7)Now to detach the lamp-holder assembly inside, look for the press-release tab just below the top bulb position. 8)Press and release the holder assembly. You can then replace the bulb(s), and reassemble everything back in the reverse order. The top bulb #7506-21W, and the lower one is #7528-21/5W dual filament. This will help.
