Question about Honda Accord
I would check the brake pedal height and whether it is sagging or not. If the rear drum brakes (if so equipped) aren't tight enough, it can lower the pedal.
Also, if there is air in the brake system, it can cause this symptom.
I'm not sure how changing a battery could cause this condition.

You may need to have the body computer scanned for trouble codes.
Also, if the hydraulic brake system is low on fluid or the parking brake is on, both lights will come on.
