Take down the bottom panel below the steering column, which runs across the lower part of the dash, between the torx bolts and 7mm bolts it comes out and they are right below the radio area two silver flasher relays one is the hazards the other is the turn signals
I have a 1998 S10, short bed, regular cab, and none of the above answers were correct for my truck. My flasher was a black plastic square relay, located behind the glove compartment. Open the compartment door, and on the top left is a bent wire stop that limits how much the door can open. Gently pry this out of the way, and the door and the compartment will flip down together. The flasher is held in by a zip tie at the factory, so you'll need something to cut that. This only took about 5 minutes.
