I think you need a new idle valve ,if cleaning it worked for a while but the actual sensor reading part is playing up and worn out

The rev counter in my 2000 corolla is reading incorrectly

Macsry2k answer makes the the most trouble shooting sense. Problem is definitely electric. Since the alternator is where the RPM reading comes from, this is the best place to start. Good luck!

03 corolla petrol revs up on its own when idling and then settles down again

R u start the car in cold morning or any cold condition? If so, it is normal revs up itself. Sometimes I see some cars revs up to 2000 rpm for 2 to 5 mins, then drop down to 1000 rpm.

2001 eclipse gt revs up when shifting then settles down also noticed rubbery smell from engine area no leaks

How long have you driven on the nylon timing belt in the engine ?
What is the recommended distance before the timing belt needs replacement is it 100,000 kilometers ?
Also the bearings that the timing belt runs on may be worn out
Is there an adequate amount of oil in the engine ?
If the timing belt bearings are worn the timing belt gets hot and could cause that burning smell you mentioned .
Note if the timing belt breaks while the engine is running it could result in engine damage.

High rev at cold (winter cold!) idle

Your toyota technician should know what a "cold starting solenoid" is. It is the little thing that works your throttle until the motor warms up and something else takes over. I'd suggest going to another technician.

Just replaced head gasket heads not warped still overheats replaced radiator, clutch fan, water pump thermostate and still the same does the system need to be bleed 4 air and do i need a name brand...

Some answers:

Any brand stat will do the job as long as it is listed for that car and is suitable for the climate you mostly drive in. (The auto store will sort that)

Yes, air in the system will cause issues still so bleeding is a must. Most garages use a simple technique of undo filler cap, get engine slightly warm, rev engine at 3000rpm while someone *with protective gloves* gentley squeezes hoses to get the air bubbles to come up to the header tank and out into the atmosphere.

Some questions:

Is this the 200TDi, 2.5 Petrol / 3.9 V8 petrol (I assume V8 as you say heads?

Is the heater in the car blowing hot air?

Have you felt the hoses *with engine warm* and top, bottom of radiator for cool spots? (This proves air is in the system)

Cheers

Lloyd

Car petrol engine revolution surges.

Here is the most common cause of surges and stalls, it is the idle speed control air-bypass valve and throttle valve, they get full of gunk over the miles and cause idle issues (stalls) like yours, Get a can of intake cleaner from any local parts store, not carb spray, intake cleaner, it is made by a company called CRC, remove the air intake hose to the engine, hold the idle high so the engine won't stall, then spray the can of cleaner into the intake while keeping the engine running, use at least 1/2 the can, shut down the engine and disconnect the battery for 5 minutes, then restart and complete a number of mixed driving cycles, town, freeway, stop and go etc., after a few days the problem will go away as the system will relearn to the clean intake.
