Yes it sounds like the switch is stuck in the park position.
You could pull the harness plug for the switch and check the circuits with a meter, or replace the switch.

The reverse light switch on the 1994 Pontiac Grand Am is part of the Neutral Safety Switch or also know as Transmission Range Switch. The switch is located under the hood on the drivers side on top of the transmission. ------------------------------------------------------------------------------------

There are several things involved here. The combination switch (headlight, dimmer, turn signal switch), The headlamp relay and the dimmer relay. It could be a bad switch or a stuck relay.

Parking lights remain on even when the car is shut off

hi, the main cause of this problem could be the switch on the brake pedal insside the car.
On the foot brake their is a switch that when you press the brake pedal down it then opens the switch making the lights come on.
Now the problem could be that this switch has fallen out of the holder allowing the switch to remain open causing the problem your having. Or it could be that the switch is damaged and needs replacing.
It can be hard to find but if you get down by the brake pedal so as you can see where the brake pedal goes through the bulk head just at the back of the pedal before it goes through the bulk head you should see a black plastic switch with two wires coming from ii if its still in the place where it should be then the chances are it needs replacing.
But if it is hanging loose then it could be that it has broke loose or just pulled out of its holder.
Hope this is some help to you let me know if you need further assistance ok
