You can attempt to place a timing light on the crank and either ****** or advance the belt to adjust the timing, though this is difficult on fixed distributors. Your best bet is to simply replace the distributor.

I replaced the rotor an distrubtor cap changed an the guy took the hole distrubtor out and now it want start

If the plugs are getting spark, you just need to reset the timing. Line up the marks on the crank pulley and put the rotor at the number one plug wire. It will either be correct or 180 degrees off.
Once the engine is running you will need to use a timing light to set the timing to spec.

I get spark to the distributor but just a little spARK TO plugs.

Use a little sand paper and clean the brass tongs inside the distrubtor, Might check your pick-up coil while you have distrubtor cap off. If cap is very bad just replace, Good luck this should fix your problem.

I would like to know how to adjust timing through advanceing the distrubtor on my 1990 VW cabrelet

When you loosen the distributor hold down clamp you can either turn the distributor clockwise which will advance the timiming or counterclockwise which will ****** it. It's a good idea to have a timing light on hand to visually be able to see O degrees or your starting point and start experimenting from there. This can be a pretty long trial and error thing so start with small increments tighten clamp and drive and do so until you set it to your liking.

Like to know how to set timing on a 92 suberu. all

The '92 Subaru Legacy uses a distributorless ignition system. No adjustment is possible/necessary. The computer adjusts the timing continuously.

You can check the timing if you have a timing light. The spec for engines with a turbo charger is 15 degrees plus or minus 8 degrees at 700 RPM. Non-turbo engines are 20 degrees plus or minus 8 degrees at 700 RPM.

How I can set the timing on a 1996 Silverado Z71?

An OBDll compliant scan tool is required for this procedure. With the ignition off install scan tool to the data link connector. [found inside vehicle, drivers side below dash] start the engine and bring the vehicle to operating temperture. Monitor cam ****** on scan tool. If cam ****** is between -2 degrees and +2 degrees the distributor is properly adjusted. If cam ****** is not between -2 degrees and +2 degrees the distrubtor must be adjusted. With the engine off loosen the distributor hold-down bolt. Start the engine and check cam ****** reading, rotate the distrubtor counterclockwise to compensate for a negative reading and clockwise to compensate for a positive reading. Momentarily raise the engine speed to over 1000 rpm and check cam ****** reading. If the proper reading is not achieved repeat steps 7 and 8. When the proper reading has been achieved tighten the distributor hold-down bolt and disconnect the scan tool.
