The blower resister located near the blower motor is bad, this is what controls the speeds, except the high setting.

Yup, he's dead on. Blower resistor... sometimes they're on a circuit board located in the switch, though, depending on make and model.

No the location is not on the switch,it will be mounted on the blower box near the fan to be cooled,it mounts on the blower box,but actually goes inside so the blower will keep it cool

SOURCE: Heat/AC Blower fan speed only works on High

Alot of people have the same problem with the fan switch and blown bulbs. There really is no fix for this. Jeep really screwed up when designing the heater control assembly. The cheapest solution is to buy another unit off Ebay. Can always go to the dealer but be ready to PAY for there mistakes.

next to the fan motor there should be a connector that has three or four wires that attached to the blower resistor. it should have two screws holding it to heater case, just pull it out and replace.

the cab heater fan?, there can be 4 fans on some cars.
front condenser, 2 on rad, and 1 in cab heater box.
the cab fan? does it fail on high too?
it has a switch, (marked fan speed)
the switch is bad ,if low speed are dead. and high are good.
or wiring to it , the motor or the fuse.
even a cracked fuse, change the fan fuse to a new fuse.

The heater/ac fan on my Toyota Highlander only runs on high. When set at any of the lower settings, it is just 'off'. Is this a problem with the circuit panel that controls the entire heating/ac system?

usually when you loose some fan speeds. it is the heater fan resistor. it has differant size coils for each fan sped. if they fail you loose that fan speed. good-luck !

The heating/AC fan only runs on the highest setting on my 2000 Chevy Venture. My 1998 Olds Silhouette (sp?) ran all speeds but high. The fuse box has a seperate circuit for heating/AC fan high vs. the...

There are two types of blower fan speed control. One uses a rheostat, and the other one uses electronic circuits. The speed control is atually located on the blower fan housing. It is fastened with two screws. The rheostat kind uses nicrhome wires(same wire used for heating element such as a toaster etc. The more wire wound around the mica material( anyways a mica is a heatproof material), the greater the resistance and therefore the slowe the motor will turn. The electronic kind uses a transistor, and works very much like the speed control on a cordless power drill. The transistor gets pulse from another electronic device and this pulse is modulated by the control knob in your dash. When this transistor gets messed up it gets shorted. This results in having high speed at all settings. The rheostat kind mess up when the nichrome wire gets burnt out and you end up with may a fan that works only on high, or maybe wroks only on medium and high vice versa. So the problem is the speed control mounted on your blower fan housing. If you want to know how to test them let me knw I will show you.

Blower fan only works on high

If it is working at all then the relay and fuse is good and the problem is either the little vacuum hose on the back of the control switch panel or the panel itself.
