I would suggest first to do a good cleaning of the oily areas just to make sure the oil is coming from the oil pan. If in fact comes from the area between the block and oil pan, then you need to separate the pan from the block. It may be necessary to part of the exhaust system that goes under the pan. Sometimes it is necessary to remove other parts such as brackets. Removing the pan is easy as it is fastened by a number of small bolts. You may need a repair manual for your particular vehicle. Can someone tell me what is the correct oil PSI for my 1997 honda passport LX

i dont know about the Passport specifically, but the standard pressure ranges are 6 psi or more at idle, even when hot, and 20 to 60 psi at cruise. Lower than 6 psi is courting engine damage, as is more than about 80 psi.

You could try running a flush chemical in the engine oil just prior to changing the oil, and then using synthetic oil. This may free up the little tiny valve in the lifters and reduce the noise. At the very least, it will help prolong their life. It is a very big expensive job to change these because they are generally replaced as a set and they are not cheap, but replacement is often the only true fix.
