That is correct. You need to steer the front wheels all the way in one direction so you can remove the wheelwell fasteners. There are push fasteners and screws with a 7mm head on the front edge. Remove enough of then that you can pull the fender liner back enough to reach your hand in to where the headlight sockets are. Twist and remove them and you can replace the bulbs.

I would disagree.....on the passenger side at least. There is a hose about 3" in diameter that goes in a hole near the wheel well. Remove the hose and you can put your hand inside to access the headlamp & parking light sockets. Simply reach your hand in and twist the sockets and change the bulbs.
However the driver's side is a bit different no access this way whatsoever......4 or 5 small steel tubing lines in the way so no way in.
This is on a 2008 HHR model.
