Fan Control The PCM monitors certain parameters (such as engine coolant temperature, vehicle speed, A/C on/off status, A/C pressure) to determine engine cooling fan needs.
For variable speed electric fan(s):
The PCM controls the fan speed and operation using a duty cycle output on the fan control variable (FCV) circuit. The fan controller (located at or integral to the engine cooling fan assembly) receives the FCV command and operates the cooling fan at the speed requested (by varying the power applied to the fan motor).

For relay controlled fans:
The PCM controls the fan operation through the fan control (FC) (single speed fan applications), low fan control (LFC), medium fan control (MFC), and/or high fan control (HFC) outputs. Some applications will have the xFC circuit wired to 2 separate relays.
For 3-speed fans, although the PCM output circuits are called low, medium, and high fan control (FC), cooling fan speed is controlled by a combination of these outputs. Refer to the following table.
If you don't understand these thing's listed above your best bet is to take your vehicle to a qualified repair shop . Have the vehicle checked for DTC'S - diagnostic trouble codes !

2002 mercury maRquis hvac not blowing cool air What could be wrong ? Fuses o k control switches don't seem to be working right code is 024 025 .

Check the AC charge. If it's low, add refrigerant. If the fan is not working, you'll need to check the fan and replace if it went bad. typically, a fan starts to squeal before the bearings give out and the fan quits working.

2003 grand marquis gs blower switch is a 4 speed. the first two LOW, and next position are not working. Is the switch module or the fan motor in the engine compartment?

There are resisters that controle the fan speed located in the plenum (its the air movement that cools them). They can be checked and changed out simply by opening the hood and locating the AC evaporatot housing on the firewall (passengers side).

Ac fan only works at very low speed. Can the fan resister be the problem

You should have two small relays for the fans, one for high, one for low. Try swapping with something less important.

Ac or heat wont blow

Needs a blower motor resistor if the fan only blows on one speed. It is located underneath the firewall on the outside, near where the passenger exhaust system is. You need to take the passenger side cat converter off to get to it.
