How to turm up the rpm up to 1000

didnt specify vehicle ---generic answer --on an engine with a carburetor raise the idle screw till 1000---on throttle body /and newer no can do since timing/fuel management is all computer and leaving a car to idle at 1000 will mess with your transmission in drive a car at idle will do 3/4 mph and normal brake will hold at light at 1000rpm vehicle can go up to 10 mph when you go to slow down or stop vehicle is always under power [puts a strain on the whole powertrain ]

The car hesitates when idling or stopped at light/ stop sign, and the rpm drops to zero then goes back up.

The battery was a red herring - it would not have anything to do with the problem.
Faulty spark plugs could cause a miss but probably not make the engine stall.
What you described is a classic example of a faulty idle air control valve or a dirty throttle body. The computer controls idle speed by regulating how much air enters the intake. It opens the control valve to raise idle speed when necessary.
I would check the control valve and the throttle body.
