When you turn the key on , not to start the car just turning the key foward all the lights flash repeatedly, on the dash of my 2003 Buick Regal. What could cause that? It might take 5 minutes or 10 minutes but when the lights quit flashing the car will crank up fine..Could it be a bad connection?

Ignition switch is bad and needs to be replaced. My 03 Regal did the same thing and playing with the hazzard swith would make it stop. New ignition switch fixed it.

could possibly be anti-theft problem with key or vats system.

Look under the dash by the parking brake and try to see if any wires are being moved or chafed by the parking brake linkages. That is what I have found in the past.
The key cylinder sensor may be faulty. if you would like to bypass the system (works only if Passlock security module is ok) follow the link. How To Permanently Disable GM PassLock System
the security system may need relearned. This may work. . . Turn the key to the on position and leave it there. It may take anywhere from 8-10 minutes for the security light to STOP flashing and go out. At this point, turn the key to off. Repeat this process 2 more times, a total of 24-30 minutes all together. After the security light has gone out the third time, you should be able to start the car. Hope this works for you
might be the crank signal sensor, try turning your key to the on position and all the lights on the dash should flicker on and off leave the it in the on position and go to the passenger side fuse panel and take out fuse 4A, the fuse for the CRANK SIGNAL , BCM, CLUSTER. if your dash stops blinking then its probably your crank sensor.
