It is not really hard but make sure the ignition switch and security system will still work if you relplace it, if it has a security light in the dash when you open the door, it is harder, if it doesn't then you can do it...
remove all bottom plastic panels, all wiring connections, disconnect the yoke on the engine side of the compartment on the bottom, there are two or 4 big screws holding the column up, loosen them from the bottom, and follow steps, make sure battery is disconnected and air bag fuse is removed...this is just a general instruction.

I have a 2000 SL1 Saturn and when I put the key in it will not turn. Is this the key mechanism or what???

Try turning the steering wheel to the lock position, in either direction, while you try to turn the key. This is a common issue. There is torque from the steering wheel column that is binding the lock cylinder.

How do you take out a dimmer switch on a 1995 Saturn?

the dimmer switch is in the multifunction switch, mounted in the column under the steering wheel. you need a special set of tools to get the wheel off, and to deal with the airbag in the steering wheel. get a repair manual, it most likely is going to cost what the car is worth to buy and replace the switch.

2001 saturn sl1 key switch hard to turn, loose collar on steering column where switches are mounted. Is there a way to tighten this and that may fix problem with key?

I had to buy a new collar for my steering column when I got my car, as it wasn't even there. It is put in with a 5.5m socket, though it has to be very very slim to fit in there. My key wouldn't turn at all one night, had to swap to my spare key due to wear on my normal key, haven't had a problem since. I would guess your collar is loose, because of the difficulty of finding a socket to fit in the tiny holes.

Have 97 saturn sl1, wipers only work on 3 i have no control of windshield washer either

The wiper arm requires replacing. Remove the steering cowling and replace the arm.
