How to tell if water pump is bad

On most cars, a failed water pump would leak coolant onto the ground.
If you are getting coolant smoke in the exhaust, I would guess you have a leaking head gasket or other engine problem.

Why would oil be in my coolant?

Oil in coolant, white smoke at start up = blown head gasket or cracked cylinder.

White smoke is water vapor from coolant. Only at startup indicates a small (extremely small) leak -- it will get bigger. Only at startup is because as engine cools it sucks water into cylinder. A compression check will tell you which cylinder is the problem (could be multiple)

Water and white exhaust smoke

If this is coming from the exaust pipe you have one of the following problems: 1)a bad head gasket,
2) a warped or cracked head ,3) a cracked block. If you remove the head and it is the gasket you should be able to see where the leak(s) is. The other two will probably require a machine shop to confirm unless it is extremely bad.

Excessive white smoke coming from exaust, and what sounds like a stuck lifter

White smoke usually is from a failed head gasket. The lifter noise bothers me though usually meaning that you have water in the oil, and may have done internal damage to either lifters, cam or engine bearings. Do not drive it and have it checked out immediately. Needing head gaskets is an expensive job but engine bearings etc generally means replacing the engine.

My heat stopped working my cars blowing smoke out of the muffler and my temperature gauge is past hot but the carrs engine isnt smoking

if theres smoke coming out of the exaust then the motor is smoking. sounds like you have a blown head gasket and it's low on water is why the heat isn't working.

Alot of white smoke is coming out the exaust pipe

Ouch!
White smoke means water (steam) in the engine cylinders, coming from the cooling system....
broken head gasket or cracked cylinder wall.

1998 - you might want to temporarily use an engine sealer. AutoZone can advise which is best for plugging a head gasket leak.
It will need to be replaced ($200+) and get valve job done ($100) at an ato parts store that has a machine shop, since the valve head must be removed to replace the gasket between thr head and the engine block.

Not likely, but it could be water in your gas tank. Did you just fill up?
or was the car driven with an over-heated engine?

Look at the opil dipstick. There will be a milky substance in the oil. That's water mixed with oil.
--- sorry ---
