Question about 1993 Dodge Caravan
Unplug the wire to the back up light switch. Bend 1 paper clip so you can connect in the 2 terminals on the wire making sure it doesn't touch any metal , turn your key to the on position do not start. If your parked on a hill engage the parking brake and shift to reverse, if your lights work then you know its a bad back-up light switch. if they are not yet active then it's a short. check fuses , bulbs and worst case the wires (highly doubtful)

BACK-UP LIGHT SWITCH
The back-up light switch is located at the upper left side of the transaxle case. The switch is screwed into the transaxle and serviced by replacement. No adjustment is possible.
Also, first try to replace the bulbs.
Also, if the above two solutions do not work, it could be a wiring problem.
