Starter is located under the car it is along side the oil pan and in frunt of the transmission

I changed the transmission in a 2001 dodge neon and now it wont start


Bypass the switch that prevents starting in any gear but Park. That would interrupt voltage flowing to the starter. It might not be sensing which gear. May be normally open in all gears and closes in Park.
Be sure it is being actuated. First disconnect it and see if the starter works. Then jump it with a pair of clip leads and see if it starts. Check the wiring from that switch to be sure it is connected to the starter relay. Could be as simple as a plug out.

if it is the starter it may be the carbon brush or the gear that is meshing with flywheel gear.

Sounds like solenoid on starter has packed it in Try crossing solenoid terminal (small wire on solenoid) to power feed on starter (End of battery cable) If nothing happens Remove starter & renew solenoid
