The horn pad has shrunk dued to the climate change through the years. The pad is made of vinyl and does retract causing this to happen. The best way to repair this since new ones are most likely discontinued is to find a used one from a state such as Arizona California were the climate is steady year round
You will have better luck with this replacement for many years to come

Where is the horn on a 1999 oldsmobile cutlass located

Usually between the grille and radiator, or on one of the inner fender panels.
Could also be inside the bumper cover.

HORN NOT WORKING HEAR A CLICK BIT NO HORN

It sounds like the horn relay is operating but the horn is not getting any power to it. Check where the wiring is attached to the horn contacts for tightness and security. You could test the horn itself by running a jumper wire direct from the battery to the horn contact. If no noise replace horn unit. If jumper wire works, then the relay should be replaced. .

95 olds cutluss cieara horn dont work. horn sounded weak when it was dien 4 mths ago. then when i pressed it last it amped out the horn and radio. hasnt work since. cheeked fuses

Check that the horn itself is not worn out. If it's not sounding when grounding out, or it has a history of being faint in volume, then replace the horn.

Horns do go bad over time due to atmospheric moisture causing the contacts to corrode.

WHAT I WOULD DO IS PUT 12 VOLTS TO THE HORN WIH A BATTERY CHARGER AND SEE IF THE HORN ITSEF IS BAD. IF IT WORKS I WOULD CHECK THE FUSES THERE ISNT A RELAY BUT THERE IS FUSES YOU SOULD BE ABLE TO LOCATE THE HORN FUSE IN YOUR OWNERS MANUAL IF NOT CHECK EVERY FUSE

Horn sounds for no reason and won't stop unless we tap the "horn pad" on the steering wheel

the ground wire that runs into your horn in the pad is grounding itself off somewhere. take the pad off and make sure that the connection to the horn has no cuts in it and it's not touching other metals.

Horn will not sound from steering but okay otherwise

you need to Check the Wire inside the Steering wheel, When Grounded by pressing horn button the relay will send the 12 volts to Horn,

You Also could and Please Re-check the Color of wire for the Horn SHOULD be a Black Wire in the wire loom Under the Dash on the Column and If you Ground down the Black wire from Under the dash, You would Find out If it is In fact the Steering wheel it self,

you could also add a Second Button on the Dashboard

black wire to Button and then to Ground body,
