Gasoline filter would most likely be underneath the driver side rear of the vehicle. Follow fuel lines from the tank, and it will lead you straight to it. The pvc valve should be in one of the valve covers with a rubber hose attached to it. This will run to the throttle body or air intake of the motor.

I have a 2000 mercury grand marquis and there is loud whining noise that sounds like its coming from the air filter hose . What could this be?

Have you removed air filter housing cover and checked condition of your air filter ? If so, then remove air housing and hoses up to the throttle and see if noise is still there.
You may have loose intake clamps, check all and tighten.

The easiest way is with an OBDII Scan tool, however disconnecting the battery for about 15 minutes will usually do the trick too.

Where is the fuel pump located and how do you replace it on a 2000 grand marquis

On your 2000 Mercury Grand Marquis 4.6L SFI , the Fuel Filter is located: Under vehicle, passenger side, below seating area, passenger side of fuel tank, mounted on frame in fuel line

it is attached to the frame near the rear passenger side door by a hose clamp, so you need a screwdriver to loosen the clamp, and pliers to remove the lines.

How can i change fuel filter in my grand marquis

you will need the proper Quick Disconnect tool, Look on the Frame rail for the filter, remove filter from the spring type retainer, remove the safety clips on the lines but not remove them completely, insert the disconnect tool & push into the fitting of the fuel line, push line & tool into eachother then pull filter away from line, if not done properly you will have a big problem putting the line back on

When driving with the AC running I am getting gasoline-like odors from the vent. I checked the lines and don't have a leak anywhere.

Have the pcv valve checked, it might be stuck in the closed position and not venting the crankcase, also have the emissions charcoal canister checked, the filter might be clogged or saturated with gas.
