Check the main fuse box under the hood on the passenger side. Fuse# 4. It's a 15 amp fuse. Pull it out to see if it is blown. This fuse also controls your "small lights" (see manual). If your small lights on your dash are working then this may not be the problem.

Have head and brake lights, no tail or dash lights.

A simple 12v test light will track this problem down.(Unless someone has been butchering the wiring,it's probably a bad headlight switch).

Parking lights and tail lights always on even with all switches and fuses removed. its our work truck, not sure what model. 4 door crew cab, long box, early 90s.

Unless someone wired them to do that, which I doubt, I would check to make sure you pulled the proper fuse. That will kill the lights period. Let me know if this helps.

The types of bulbs used in tail light have two coils, one for brakes and one for running lights, so there should just be the one brake light bulb to replace in the brake light assembly

Trunk leak-cant find the rear drains from sunroof

If water is in the trunk, then it is probably getting in through the rear tail lights. Common problem with early 90's Honda cars. To check, hose down the trunk area and tail lights, then look at the gaskets from inside the trunk. You'll probably will see some water. To fix, you need to take each tail light out and place a seal of silicon caulk between the body of the car and the tail light gasket and replace the tail lights. This should solve your water in the trunk problem.

You can't fool the switch. You will have to put an inline switch (toggle type or the like) on the circuits you wish to turn off. I used to do this on all of my cars years ago because I raced on the public roads and sometimes needed to hide from the good guys.
