It is on the firewall ,there is a cover that you remove, that almost goes clear across the vehicle.

Yes it does,on the firewall there is a long cover starting on the right side to the middle of the car,it has three turn type retainers, remove this cover, and there are a row of relays all the same part number, just swap them around to see if it does the trick.Fuel pump, fan relays,ac clutch relays,I can not tell you exactley witch one it is,on line. There are a couple with green wires it is one of them.

1989 Buick park Ave....I have replaced the fuel pump, which didn't make a noise when it stalled, so i assumed it was the pump,...i checked the old one and it works,...so i have the new pump...

Have you checked for voltage at all those locations you changed parts or checked?Have you checked for voltage back at the pump?Have you checked the ground for the fuel pump? Also, other than the priming cycle, fuel pump voltage runs through the oil pressure switch when the engine has oil pressure.
You could keep cranking the engine until you have oil pressure and the pump may just start on that circuit,

1994 buick park avenue . driving home and shut off

how did you jump the fuel pump relay, by bypassing the relay or by applying power to contact that closes the relay? If you bypassed the relay completely you need to b ench test the relay you can do this easily by using any 12v dc power source. If you tested the fuel pump relay by applying power to the relay and the pump run and developed pressure. I suspect a wiring or ground issue. Good luck

Power at ip fuse ,fuel pump relay gray wire only

with the key on there should be power (12 volts) to 2 terminals, you need to cycle the key to sense the power, it only stays on 5 seconds, have someone turn the key on and off while u check..
