You will probably find that it is the resistor on the blower motor that requires repair/replacement. a competent auto electrician can do this for you.

If it works in any setting it's not the fuse. It could be the controller or it is the blower itself. get the Haynes repair manual on your vehicle so you have the troubleshooting steps and instructions on how to remove the controller and the blower so you can do the repair after yo isolate the problem.
