Your descriping two problems here, If the ignition is locked the gearshift should also be locked,
If this is the case then its possible the wheels are cranked and you need to rock the steering wheel back and forth with your foot on the brake while trying to turn the key. I have heard off people getting better results if the car is jacked up to take the weight off the tires if this is the reason its stuck
If this doest help you may have a bad brake switch as some cars will not allow the ignition to turn if a sensor doesnt see your foot on the brake.
Also you may have an ignition fuse and if it popped the key would not turn.
