Question about 1999 Honda Accord
It's possible a bearing in one of the pulleys is going bad. Open the hood, if it gets louder than you know it's under there somewhere.
Also, check for any loose vacuum hoses, large and small.
Are you having any driveability issues with the engine? Like surging or stalling? If you are that could mean something more serious is going on.
Also, the belts could be slipping if it's a high pitched whistling sound.
Changing the belts might solve this problem if they are loose or glazed.
Without being there it's tough to know what the sound sounds like, I admit.
