Question about 1990 Volkswagen Passat
Probably the IAC which control the idle but usually you will see some erratic idling as well. Pretty sure something to do with the control of idle and fuel. Maybe you need to clean throttle body and raise idle some might help. Have IAC checked.

It's sludge. Drop the pan drain the oil, clean the screen and the tube, flush the engine and use only fully synthetic oil. This is a hundreds of dollar repair but if you drive it as it is even for ten miles you'll need a new engine. This was an oversight by VW, recommending inadequate oil and it was covered under warranty but yours is out of warranty. It's been a month so you've probably already discovered all this. I can't believe no one in fixya told you right.
