Sounds like a bad starter to me.
If you have an inductive ammeter, you can check to see how many amps it draws as you attempt to turn it over.
If it is 0 amps then the solenoid might be not engaging the starter.
If it is 75 amps or above and not turning, the starte motor is frozen up or seized.
